Kitsap County Mortgages: Naval Base Kitsap VA Entitlement, Bainbridge Jumbo and Ferries

Updated October 2026

Kitsap County runs on two financing engines that barely overlap. Around Bremerton, Silverdale and Port Orchard, Naval Base Kitsap and the Puget Sound Naval Shipyard make VA lending the dominant product. Across the water on Bainbridge Island, prices routinely exceed the 2026 Kitsap conforming limit and land in jumbo underwriting. One county, one commute system, two completely different loan files.

VA Entitlement Near Naval Base Kitsap

Since the loan limit repeal, full-entitlement VA borrowers have no cap on zero-down financing; the constraint is the lender's maximum and the appraised value. Where it gets technical is partial entitlement, which is common among sailors who kept a home near a prior duty station. In that case the county conforming limit anchors the guaranty calculation, and Kitsap uses the Washington baseline of $832,750 rather than the roughly $1,035,000 high-balance ceiling applied in King, Snohomish and Pierce counties.

VA appraisals in Kitsap frequently flag chipping paint, well and septic documentation, and crawlspace moisture. On older Bremerton housing stock, order the appraisal early.

Bainbridge Island Jumbo Files

Bainbridge waterfront and Winslow-adjacent homes push past the conforming ceiling, bringing six to twelve months of reserves, debt ratios held under 43%, and a second appraisal above roughly $1.5M. Waterfront adds bulkhead condition, shoreline designation and sometimes tidelands ownership questions that affect title. Model reserve-versus-down-payment tradeoffs with the monthly payment calculator and compare structures on the rates page.

Ferries, Taxes and Closing

FactorEffect on the file
Ferry commuteNot underwritten, but shapes resale and appraisal comps
State REET1.10% to $525,000, 1.28% to $1.525M, 2.75% above
Local REET0.25% to 0.50%
Levy growth1% constitutional cap plus voter school levies

Washington has no state personal income tax, and Kitsap closings are table closings run jointly by an escrow company and a title company. Editorial Methodology & Primary Sources

Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.

Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
